The EU circular material use rate — why 11.8% is not a recycling rate
Eurostat's 2023 circularity indicator explained, including material differences, trade adjustments and the limits of country rankings.

In 2023, recycled materials supplied 11.8% of the materials used in the European Union, according to Eurostat. This “circular material use rate” was 0.3 percentage points higher than in 2022 and the highest EU result recorded at that publication date.
It is not the share of waste recycled. It asks how much secondary material feeds the whole economy relative to total material use.
How the rate is built
Eurostat estimates circular material use from waste recycled in domestic recovery plants, corrected for imported waste destined for recycling and exported waste destined for recycling abroad. It compares that circular use with domestic material consumption plus circular use.
This trade correction prevents imported waste processed in a country from automatically appearing as that country's own circular supply and credits exported waste destined for recycling to the source economy in the approximation.
The material split matters. Heavy construction minerals dominate mass, while fossil fuels are dissipated through use and are difficult to cycle. Combining all tonnes hides these physical differences.
A recycling rate asks something else
A municipal recycling rate divides municipal waste recycled by municipal waste generated. A packaging rate does the same for packaging. The circular material use rate divides secondary material input by the economy's overall material use. A country can collect waste well but still have a low circularity rate if material demand is high or recovered outputs do not replace much primary input.
Conversely, changes in domestic material consumption can move the circularity ratio even when recycling tonnes do not change much.
Country comparisons need an economic lens
Eurostat reported 2023 rates ranging from 30.6% in the Netherlands to 1.3% in Romania. Industrial structure, mineral extraction, trade and available secondary-material markets shape the result. Treating it as a household-behaviour scoreboard is misleading.
The EU Circular Economy Action Plan set an ambition to double the 2020 circular material use rate to 23.2% by 2030. Reaching a rate is not only about collecting more waste: products must last, be repairable, separate into usable materials and create demand that genuinely displaces virgin extraction.
What it means on a cleanup
Separated material at a trailhead has not re-entered the economy. Confirm an authorised receiver, contamination limits and traceable processing. Mixed wet packaging may have no practical recycling route even though its polymer can be recycled technically.
Use a cleanup event with the receiving streams agreed in advance, and map unresolved waste with material and access detail. Do not describe all collected kilograms as “resources recovered” unless downstream evidence supports it.
A circular claim should name the substitution
“Made with recovered aluminium that replaced primary metal” says more than “circular.” Repair and direct reuse can preserve more value than material recycling, yet may not appear fully in a mass-based indicator. The 11.8% rate is a useful economy-wide signal; the circular transition remains a design, longevity, collection, processing and market problem all at once.
