Plastic recycling in the United States — the numbers behind the symbols
EPA's 2018 plastic waste data, why a resin code is not a recycling guarantee, and how to sort plastic from a cleanup without wish-cycling.

The chasing-arrows triangle is one of the most misunderstood marks in the American waste system. The number in it identifies a resin family. It does not promise that the object is accepted by your local program, can move through its sorting equipment, or has an end market.
EPA estimated that the United States generated 35.7 million US tons of plastic in municipal solid waste in 2018. About 3.09 million tons were recycled, a rate of 8.7%. Another 5.62 million tons were combusted with energy recovery and 27.0 million tons were landfilled. These are national MSW estimates, not a current measure of every plastic made or discarded.
Why acceptance differs by city
A material recovery facility needs to identify, separate and sell a material. Shape can matter as much as resin. A rigid bottle behaves predictably on conveyor belts; a flexible bag wraps around sorting equipment. A black food tray may be hard for optical sorters to identify. A multilayer pouch may combine materials that cannot be separated economically.
That is why EPA's consumer guidance repeatedly says to check with the local program. The correct list comes from the hauler or municipality serving the address—not from a package, a national infographic or what another city accepts.
Plastic bags and film
EPA says plastic bags, wraps and film should not go into a household recycling bin. Some retail drop-off programs accept specific clean, dry films, but the store's posted list controls. A muddy snack wrapper from a riverbank is not transformed into suitable drop-off material because it feels like film.
For cleanups, decide the outlet before asking volunteers to separate film. If no verified receiver exists, bag it as trash. A clean stream of one accepted material is useful; six bags of wet mixed “recycling” create another sorting problem.
Bottles, tubs and fragments
Whole PET beverage bottles and HDPE jugs are widely recognizable, but acceptance still varies. Tubs, clamshells, black trays, expanded foam and unmarked fragments are less consistent. Tiny weathered pieces usually cannot be identified reliably in the field.
Use a simple cleanup sort:
- Deposit containers, where the state system accepts and redeems them.
- Locally accepted rigid containers, kept reasonably clean and dry.
- Special-program material, only when a named receiver has confirmed it.
- Residual trash, including contaminated pieces and unidentifiable fragments.
- Hazardous exceptions, such as chemical containers or batteries, isolated for professional advice.
Count what you find, not what you hope to recycle
Cleanup data and recycling data answer different questions. Record plastic litter by recognizable category—bottle, cap, food wrapper, foam, line or fragment—even if disposal is ultimately the same. Over repeated visits, that record can show where prevention would do more than another pickup.
NOAA's shoreline protocol distinguishes standardized monitoring from an opportunistic cleanup. Either can be valuable, but do not call a casual count a trend without consistent boundaries and effort. Pair the count with dated before-and-after photographs, and map recurring plastic accumulation with its access and bag estimate.
Reduce the stream before sorting it
Recycling is downstream. On a trip, the reliable gains are avoiding unnecessary single-use items, refilling durable bottles, repacking food, securing vehicle loads and never burning plastic. At an event, bulk water and reusable buckets can prevent the cleanup itself from creating another layer of disposable material.
The resin code can help identify a plastic. The local acceptance list decides its destination. Keeping those two ideas separate is the simplest cure for wish-cycling.
