US waste and recycling statistics — what the national numbers really measure
A plain-English guide to EPA's latest national municipal solid waste dataset, including generation, recycling, composting and landfill figures for 2018.

The headline number is 292.4 million US short tons. That is how much municipal solid waste the US Environmental Protection Agency estimated the country generated in 2018, the latest year in EPA's national Facts and Figures series. It works out to 4.9 pounds per person per day.
Those figures are useful, but only if we keep the label attached. Municipal solid waste, or MSW, is the stream from homes plus similar waste from institutions and businesses. It is not every discarded material in America. Construction debris, industrial process waste, mining waste and wastewater sludge sit partly or wholly outside this particular total.
Why the newest national dataset is from 2018
EPA still identifies 2018 as the most recent year in this long-running national series. That does not mean nothing has been measured since. States, cities, facility operators and industry groups publish newer information, but their methods and coverage differ. The EPA series takes time because it reconciles material categories and management routes into a comparable national estimate.
For an article, presentation or cleanup briefing, write “EPA's 2018 national MSW estimate,” not “Americans currently produce.” The year is part of the fact.
What Americans threw away by material
Paper and paperboard remained the largest material category at 67.4 million tons, or 23.1% of generation. Food accounted for 63.1 million tons. Plastics accounted for 35.7 million tons, while yard trimmings contributed 35.4 million tons. Metals, wood, glass, rubber and leather, textiles and other materials made up the rest.
The material mix matters more than a single recycling-rate headline. Paper has a mature recovery system. Food and yard material can be composted where programs exist. Plastic is a family of resins and product formats, many of which do not work in an ordinary curbside system. A national average therefore cannot tell you whether a yogurt cup belongs in a bin in Boise or Boston.
Recycling rate versus diversion rate
EPA reported recycling and composting together at 32.1% of MSW generation in 2018. It also reported combustion with energy recovery separately. Some local governments use “diversion” for everything kept out of landfill, sometimes including combustion, reuse, construction debris or source reduction. Two places can publish different-looking rates without either calculation being wrong.
Before comparing cities, ask four questions:
- Is the denominator residential waste, all MSW, or all solid waste?
- Does the numerator include composting?
- Is material counted when collected or only after contamination is removed?
- Does the reporting year cover the same period?
What the numbers mean on a cleanup
A cleanup inventory is not a miniature version of the national waste stream. Litter is shaped by portability, consumption outdoors, wind and water. A trail may be dominated by drink containers and snack packaging even though paper is the largest national MSW category. A river flood line may hold fragments that cannot be traced to one day's visitors at all.
Record local evidence separately. Count recognizable objects, note the length or area searched, weigh bags if a safe scale is available, and keep hazardous items out of the normal tally. Log the littered location with photographs, waste types and a realistic bag estimate so the observation can become a cleanup plan rather than another floating statistic.
How to cite the dataset accurately
Use the EPA source, the year, the unit and the scope in the same sentence. For example: “The EPA estimated that the United States generated 292.4 million US tons of municipal solid waste in 2018.” That wording avoids three common errors: presenting an estimate as a live counter, converting short tons without saying so, and treating MSW as all waste.
The national table is a baseline. The useful next step is local: check the accepted-material list for the place where the waste will actually be handled, then document what remains in the landscape.
