Scope by paths, not hectares
Choose a named entrance and a loop volunteers can understand. Exclude roads, water, steep banks, playground equipment and maintenance compounds. Scout at the same weekday and time when possible because dog walkers, cyclists and events change the working space.
Use short shifts

Make check-in do real work
Place registration on a hard surface away from cycle flow and playground entrances. Issue tools by count and assign volunteers to named teams rather than sending everyone toward visible litter. The briefing should identify the park boundary on a map and in the landscape. Show the approved bag point, toilets, first-aid position and what signal stops work.
Offer tasks with different physical demands: a short paved loop, recording and bag counting, or a longer path section. Describe surfaces honestly, including kerbs, mud and slopes. An accessible role is a defined useful responsibility, not an invitation to wait beside the equipment. Keep emergency access open throughout the shift.
Control material at the bag station
Use bags small enough to lift safely and close them before they become overloaded. Separate packaging only when the receiving service has confirmed it will collect that fraction separately; an attractive row of sorted bags is not recycling if all material enters one mixed load. Never compress a bag by hand or reopen one to investigate a sharp sound.
Bulky objects, sealed containers, syringes and material embedded in soil receive a location note and manager referral. One designated person should prevent other volunteers from repeatedly approaching the item. If an unknown hazard changes the route, close that segment and redistribute the team.
Close each shift and the whole site
Sign participants out after their tools are returned. Ask specifically about cuts, near misses, damaged equipment and areas not reached. Between shifts, replace the briefing rather than assuming new arrivals learned the rules from others. The final sweep includes the meeting point, bag station and paths used to carry waste.
Send the manager the sealed-bag count and staging photograph, then confirm actual pickup. Keep the public update factual: route covered, people-hours, material categories, unresolved hazards and collection status. Do not publish participant contact details or identifiable injury information. At the follow-up, compare the same loop and visitor period; if litter is concentrated around one overflowing bin or event space, prevention may be more appropriate than scheduling another broad cleanup.
